fix error in observed waveform preprocessing leading to static-like offsets
The problem was caused by the downsampling which was eating samples at
the end of the traces which were subsequentially again filled up with
repeating end value.

Grond is an open source software tool for robust characterization of earthquake sources. Moment tensors and finite fault rupture models can be estimated from seismic, InSAR, and GNSS observations.
